A record of my attempt at solving OSINT Exercise #027 by Sofia Santos, as part of my self-study efforts.

Brief

The task objectives, for the following image, are to:
a) Name the speaker.
b) Identify what he was wearing on his lapel.
c) Find footage of his speech.


Method

The image is of the interior of a large venue during a speech. The speaker is stood at a podium in front of three flags, and there is a large display showing a number of organisations’ logos along with the words:

LECTURA EN MOVIMIENTO en Lima

Name the speaker

Searching for the words on the display leads me to this website, which once translated from Spanish to English, informs that this speech was inaugurating a project named “Reading on the Move in Lima”, a collaboration between the Organization of Ibero-American States for Education, Science and Culture (OEI), the Ministry of Culture of Peru, and the Peruvian Chamber of the Book. The article contains the following picture:

This is described as:

the director of OEI Peru, Juan Carlos Ruiz

As this is already the OEI website, it is a reliable source, but to double check I check the OEI website’s team page and the LinkedIn page given there to confirm that the speaker is Juan Carlos Ruiz Rodríguez, national director of the Peru OEI.

Identify what he was wearing on his lapel

Swapping over to image search for “LECTURA EN MOVIMIENTO en Lima” brings up the following:

Zoomed in, the lapel shows:

Juan Carlos has two pins on his lapel. The first is clearly the OEI’s organisational logo, but the second is a red and white rosette which I don’t recognise.

Looking through other pictures, there are a number of other people at this event wearing the rosette, even without the OEI pin. I try a search for “red and white rosette pin peru” and it brings up the “Escarapela del Perú”. This is the red and white rosette, a stylised interpretation of the Peruvian flag in pin form.

Juan Carlos’ two pins are the OEI logo and the Escarapela del Perú.
